Mo. Const. art. IV, § 25. Limitation of governor's budget on power of appropriations

Until it acts on all the appropriations recommended in the budget, neither house of the general assembly shall pass any appropriation other than emergency appropriations recommended by the governor. [Effective - 27 Feb 1945 , see footnote]
