221.500. Construction bids for a minimum security facility — commissioner of administration to contract with. — 1. The commissioner of administration is authorized to enter into a contract with a developer for the design and construction of a minimum security correctional facility in any city located within at least four counties. 2. The commissioner shall advertise for proposers in accordance with the requirements of section 8.250 . The commissioner shall select the five most qualified design and construction teams and ask each of the five to submit a schematic design proposal for the facility along with a detailed construction bid. The commissioner shall select the proposer who provides the lowest and best proposal based on the preestablished criteria. (L. 1997 H.B. 823 § 1) Effective 7-14-97
