15-63-04. Eligibility of candidates - Determination Scholarship eligibility of state residents who are enrolled members of federally recognized Indian tribes must be determined by the state board for Native American scholarships annually for applicants. Factors to be considered in the award of these scholarships are the candidate's financial need and probable and continuing success as a student.
