Self-Certification Program for Property and Casualty Form Filings

Participation in this program will provide insurers an opportunity to receive an expedited review of filings for selected lines of property and casualty insurance. Form filings for the following lines of business are eligible for submission through this program: inland marine, employment practices liability, directors and officers liability, surety, crime, businessowners package, boiler and machinery, general liability, excess and umbrella liability, and mortgage guaranty. In addition to the listed lines of business, forms that only reflect changes in company or officers names and changes to declarations pages for all lines are eligible for expedited review. Adoption of approved rating organization forms for all lines of business may also be submitted through the Self-Certification program. The division will periodically add additional lines of business to the Self-Certification program. As they are added, these lines will be listed in the Rates and Forms Section of the division website at http://www.commerce.state.ak.us/insurance/rates.htm. Each filing submitted under this program must be accompanied by a signed Alaska Certificate of Compliance Form and a completed Property and Casualty Form Checklist. The filer must fill out the checklist completely, including page numbers corresponding to the policy provisions that address each checklist item s Section of the division website at http://www.commerce.state.ak.us/insurance/rates.htm. Each filing submitted under this program must be accompanied by a signed Alaska Certificate of Compliance Form and a completed Property and Casualty Form Checklist. The filer must fill out the checklist completely, including page numbers corresponding to the policy provisions that address each checklist item. Filings that contain incomplete checklists are ineligible for the Self-Certification program. Filings made under the Self-Certification program do not need to include the Property, Casualty, and Title Insurance Filing Submission Guide. But compliance with the requirements of the guide is mandatory. Self-Certification filings must also include an NAIC Property and Casualty Transmittal Document. The transmittal document must clearly indicate that this filing is submitted for consideration under the Self-Certification program by including STMSCP in the “Filing Type: Other” description area. The “Filing Description” area should identify the checklist relied upon in preparing the filing with the title and edition date of the checklist. For filings submitted via SERFF, the State Specific Fields of the Transmittal Header must also be completed indicating that the filing is submitted under the Self-Certification program.
