It is the opinion of this office that the provisions of Code of Alabama 1975, §11-3-11 and §11-14 give authority to the county governing body to direct, maintain and control county property and buildings. This authority extends to what is appropriate in the discretion of the governing body and a decorative effect commemorating a universal celebration certainly comes within the scope of such authority.
