PILGREEN GENERAL COUNSEL REYN NORMAN # BULLETIN 2025-05 TO: Entities interested in acting as captive insurers or risk retention groups in Alabama; captive managers FROM: Mark Fowler Commissioner of Insurance RE: Temporary moratorium on licensing or registration of new captive insurers and risk retention groups in Alabama DATE: September 2, 2025 AMENDS: Bulletin 2025-01 EFFECTIVE: Immediate Department Bulletin 2025-01 [March 3, 2025] sets a moratorium on the acceptance or processing of new filings for registration or licensing of captive insurance companies or domestic risk retention groups. That Bulletin states that the moratorium may last for a period of up to six months or for a longer period. This Bulletin is notice that, after consideration in light of internal matters, the moratorium will last until June 30, 2026. Interested captive insurance companies, risk retention groups, or captive managers acting on behalf of captive insurance companies or risk retention groups are requested not to submit application packages or fee payments for applications during the moratorium period. Bulletin 2025-01 will remain in effect as modified by this Bulletin. The moratorium is deemed temporary in nature. Any change to the June 30, 2026, moratorium expiration date or further extension of the moratorium period will be addressed by a future Bulletin. This Bulletin does not apply to applications submitted before the March 1, 2025, date of Bulletin 2025-01 and already in the review process.
