The moratorium period has not been extended. Prior Department Bulletins 2025-01 and 2025-05 and associated clarification [October 30, 2025] are rescinded. Effective July 1, 2026, acceptance and processing of new filings for registration of captive insurance companies and domestic risk retention groups will be accepted and resolved in the ordinary course.
