Blytheville, Arkansas 72315 Dear Senator Bearden: This is in response to your inquiry whereby you submitted the following: "I would appreciate your official opinion as to whether Amendment 13 to the Constitution of the State of Arkansas, oc any portion thereof, is still in effect in view of the provisions of Section 11 of Amendment 62 to the Constitution, adopted at the November 6, 1984 General Election," Section 11 of Amendment 62 reads as follows: "All provisions of the Constitution of 1874, or Amend- ments thereto in conflict with this Amendment including, but not Limited to Amendment Numbers 13, 17, 25 and 49, are hereby repealed."
