AR Insurance Bulletin 11-2004
Home State Certification For Non-Resident Individual Licensees
BULLETIN NO. 11-2004
TO:
ALL LICENSED INSURANCE COMPANIES, ALL LICENSING SERVICES,
NATIONAL ASSOCIATION OF INSURANCE COMMISSIONERS, AND
OTHER INTERESTED PARTIES
FROM:
ARKANSAS INSURANCE DEPARTMENT
LICENSE DIVISION
SUBJECT:
HOMESTATE CERTIFICATION FOR NON-RESIDENT INDIVIDUAL
LICENSEES
DATE:
SEPTEMBER 15, 2004 – FOR YOUR IMMEDIATE ATTENTION
Effective September 30, 2004, the Arkansas Insurance Department will no longer require a nonresident individual to provide a current home state certification with a new license application or
for a license renewal if the individual’s home state participates with Producer Database (PDB).
The Department has developed new software to perform an automatic lookup of the NIPR
Producer, RIRS, and SAD databases, and therefore there is no need for home state license
certifications on individuals. However, the automatic lookup program does not work for
business entities. “Business Entities” include corporate or partnership insurance agencies,
limited liability companies (LLCs) and limited liability partnerships (LLPs) acing as insurance
agencies; but not sole proprietorships. Any new business entity license applications and license
renewals must have a current home state certification attached to the new application or renewal
form.
If you should have any questions regarding this change in procedure, please contact Fred Stiffler,
Director, License Division at 501-371-2750 or fred.stiffler@arkansas.gov, or fax at 501-683-
2604.
