Hugh McDonald SECRETARY OF COMMERCE AID * ""g1t1,7=,"'" * Bulletin No. 2-2026 Jimmy Harris COMMISSIONER, ARKANSAS INSURANCE DEPARTMENT To: All Health Insurers, Health Maintenance Organizations ("HMOs"), Hospital and Medical Services Corporations, Self-Funded Employer Health Plans, Pharmacy Benefit Managers ("PBMs"), and other interested organizations or persons From: Arkansas Insurance Department Date: February 3, 2026 Subject: Pharmacy Network Adequacy Reporting The Arkansas Insurance Commissioner ("Commissioner") issues this Bulletin to clarify the pharmacy network adequacy data submission requirements under Arkansas Insurance Department ("AID") Rule 118. Pursuant to 23 CAR pt 146 (f/k/a Rule 118), issuers that utilize a pharmacy benefit manager ("PBM") are required to submit an annual pharmacy network adequacy filing. The filing is due on March 1 of each year, or the next business day if March 1 falls on a weekend or state holiday. Submission requirements and file specifications are published on AID's website in the document titled, "Reporting Data Specifications," available on the Department's website at the following link: https:/ /rhld.insurance.arkansas.gov/PBMRegulation. Data for the prior calendar year must be reported in the subsequent year. For example, data covering January 1, 2025, through December 31, 2025, must be submitted no later than March 1, 2026. Although PBMs may assist insurers in compiling the required information, the issuer remains responsible for ensuring that all data is submitted timely and accurately.
