22 CAR § 112-328. Announcing low bidder

(a) Until such time as the bids have been reviewed and certified, any announcement or reference to the low bidder will use the phrase "apparent low bidder”. (b) Contract awards should not be made on the day of bid opening except in special cases and approved by the Construction Section.
