23 CAR § 43-217. Electronic communications and filings

(a) Any requirement under this subpart necessitating a document in writing may be satisfied if such communication is submitted through electronic means, except for Notices Of Public Hearings (NOPHs) or final orders, which shall be physically mailed. (b) However, a respondent may agree in writing to accept service of an NOPH or a final order via email.
