23 CAR § 43-309. Closing a complaint file or referral for enforcement

Within a reasonable time after review by the State Insurance Department of the complaint and investigative records, the department shall advise the licensee, or other party, in writing of whether: (1) It has closed or dismissed the complaint; or (2) The matter has been transferred to the Legal Division of the State Insurance Department for additional review or enforcement.
