23 CAR § 43-409. Rulemaking notebook

(a) At the time of a rulemaking hearing, the State Insurance Department creates and maintains a notebook providing: (1) A list of contents; (2) Any cabinet-level approvals; (3) Public notices; (4) Copies of the proposed final rule with any markup drafts; (5) Any legislative filings of the proposed rule; and (6) Any public comments received prior to the beginning of the rulemaking proceeding. (b) Persons may request a copy of the proposed rule notebook from the department following the close of the rulemaking hearing.
