23 CAR § 457-501. Gaming defined

(a) “Gaming” means manipulating, misrepresenting, or otherwise configuring a net-metering facility or facilities in a manner that is intended to result in, or that actually results in, the avoidance of statutory or Arkansas Public Service Commission limits or rules. (b) Gaming of this part includes, but is not limited to, the following actions: (1) Adding additional capacity to an existing net-metering facility without complying with 23 CAR § 457-302; and (2) Unauthorized interconnections.
