23 CAR § 466-1302. Certification

(a) No TP shall offer intrastate long distance or toll service within Arkansas without first obtaining a certificate of public convenience and necessity from the Arkansas Public Service Commission.
(b) All applications shall be made in accordance with the Arkansas Public Service Commission’s Rules of Practice and Procedure, 23 CAR pt. 462.
