25 CAR § 1-127. Comparable benefits

(a) Any outside funding or services available to the consumer will be used before spending Division of State Services for the Blind agency resources.
(b) Repayable loans and merit-based awards and scholarships are not comparable services and benefits.
(c) Comparable services or benefits are:
(1) Provided or paid for, in whole or in part, by:
(A) Other federal, state, or local public agencies;
(B) Health insurance; or
(C) Employee benefits;
(2) Available to the individual at the time needed to ensure the progress of the individual toward their independent living goal; and
(3) Commensurate with the services that the individual would otherwise receive from the division.
