Department of Human Services administrative adjudications are to:
(1) Be conducted:
(A) Impartially;
(B) Timely;
(C) Fairly;
(D) Professionally; and
(E) Objectively; and
(2) Lead to decisions that are consistent with applicable state and federal laws.
