27 CAR § 93-110. Request for proposals

(a) Requests for proposals (RFPs) shall be: (1) Project-specific; and (2) Developed by the Arkansas Department of Transportation. (b) The RFP will be comprised of a compilation of documents which define the project components including project design criteria (PDC). (c) The RFP describes the: (1) Project; (2) Requirements for submitting a proposal; (3) Selection process; (4) Evaluation criteria; (5) Technical requirements for designing and constructing the project; and (6)(A) Various documents required to establish the proposer’s: (i) Plans; and (ii) Abilities to perform and manage the project. (B) At a minimum, the RFP shall include: (i) Instructions to proposers containing well-defined requirements of the proposal; (ii) Technical provisions clearly defining the project's: (a) Scope; (b) Technical requirements; and (c) Specifications; (iii) Reference material that may be necessary to prepare a complete response to the RFP; and (iv) The evaluation criteria for the proposal including well-defined requirements for obtaining the maximum score. (C) Additional requirements for the RFP may be included in the design-build guidelines and procedures.
