9 CAR § 100-306. Use of force — Mechanical restraint use for transportation

(a) Mechanical ankle and wrist restraints shall be used during transportation when a youth is being transported outside any Division of Youth Services facility. (b) Mechanical ankle and wrist restraints attached to a waist belt by a lead chain may be used when transporting an aggressive or assaultive youth off campus, with permission from the: (1) Assistant Director for Youth and Family Case Management; (2) Assistant Director of Residential Services; or (3) Clinical Director.
