9 CAR § 30-205. General personnel requirements

All personnel employed on or after April 12, 1999, shall meet the following requirements:
(1) The agency shall have an administrator who shall be responsible for the general management of the agency, possessing at least one (1) of the following qualifications:
(A) A doctorate degree;
(B) A master’s degree in:
(i) A human services field (child development, psychology, sociology, social work, guidance and counseling, divinity, education);
(ii) Administration;
(iii) Business; or
(iv) A related field; or
(C) A bachelor’s degree in a human services field, administration, business, or a related field, and at least two (2) years of work experience in a human services agency;
(2)(A) The agency shall have a social services director who shall supervise child placement activities and casework services by the agency, possessing at least one (1) of the following qualifications:
(i) A master’s degree or higher in a human services field (child development, psychology, sociology, social work, counseling and guidance, divinity, or education);
(ii) A bachelor’s degree in a human services field and two (2) years of work experience in a child welfare agency; or
(iii) Anyone permitted to supervise child placement or casework services shall meet the qualifications for social services director;
(B) Therapeutic foster care, see 9 CAR § 30-421(b), and sexual rehabilitative program, see 9 CAR § 30-501 et seq.;
(3)(A) Each agency shall have a caseworker who is responsible for doing assessments, case planning, and casework services, possessing at least one (1) of the following:
(i) A bachelor’s degree in a human services field; or
(ii) A bachelor’s degree and two (2) years’ work experience in a human services field.
(B) Therapeutic foster care, see 9 CAR § 30-421(c), and sexual rehabilitative program, see 9 CAR § 30-501 et seq.; and
(4) If casework services are contracted, the agency shall maintain all required personnel information on the contracted caseworkers.
