9 CAR § 5-102. Administrative remedies

(a) Caseworkers must use all appropriate administrative methods as described in this part to enforce orders as the remedy of first choice. (b) If administrative remedies have failed or are inappropriate, court action to enforce orders should then be used as a last resort.
