(a) It is the policy of the State of Arkansas to adopt sound modern planning methods, procedures, and techniques for the proper administration, management, and improvement of the state highway, county road, and municipal street systems of the state and to assure continuing study and updating of this planning process. (b) It is the legislative intent of this subchapter to functionally classify all elements of the public highways, roads, and streets in the Arkansas network according to level of service, with uniform improvement standards for each class.
