(a) Except where Rule 21 is applicable, if the defendant fails to appear as required, the allegations of the complaint are deemed admitted, and the court must enter a judgment for the State, impose a civil sanction or penalty, and report such judgment to the Department of Transportation, Motor Vehicle Division, except that civil boating, civil marijuana, and parking or standing violation judgments are not to be reported. (b) If it appears that the defendant is in active military service, no default judgment may be entered.
