Government Shutdown and Financial Institution/Enterprise Customer Relief;
Flexibility
As the federal government shutdown remains ongoing, the Arizona Department of
Insurance and Financial Institutions (“Department”) is issuing this call to action to all
financial institutions and financial enterprises providing services to individuals and
businesses affected by the federal government shutdown, which began on October 1,
2025.
The Department encourages Financial Institutions and Financial Enterprises operating in
Arizona to assist all state and federal employees affected by the shutdown and be
mindful of the difficulties individuals and businesses are experiencing. The Department
encourages all Financial Institutions and Financial Enterprises to work with their Arizona
customers during this time who may be experiencing temporary financial hardship due to
the federal government shutdown.
The Department urges Financial Institutions and Financial Enterprises to undertake, for a
minimum period of 60 days, at least, the following measures:
1 Pursuant to A.R.S. § 6-101, ”financial institutions” means banks, trust companies, savings and loan associations,
credit unions, consumer lenders, international banking facilities and financial institution holding companies under the
jurisdiction of the Department. Additionally, financial “enterprises” means any person under the jurisdiction of the
Department other than a financial institution.

●​ Provide a grace period for payments for outstanding financial obligations.
●​ Postpone default and collection activities.
●​ Refrain from assessing late fees, penalties or cancellations related to late
payments.
●​ Offer temporary alternative repayment arrangements, including forbearance and
loan deferment.
●​ Communicate
and
inform
consumers
about
available
options
and
accommodations during the shutdown.
DIFI appreciates all Financial Institutions and Enterprises that are taking proactive steps
to provide relief to affected consumers. Thank you for your cooperation and commitment
to supporting Arizonans during the federal government shutdown.
