R14-2-2414. Fuel Neutrality

A. Ratepayer-funded DSM shall be developed and implemented in a fuel-neutral manner. B. An affected utility shall use DSM funds collected from electric customers for electric DSM programs, unless otherwise ordered by the Commission. C. An affected utility may use DSM funds collected from electric customers for thermal envelope improvements.
