A mobilehome which is purchased under this act shall not be moved from its original site to any other location, without first obtaining prior authorization from the department. Any person who moves or causes to be moved a mobilehome under this act, without first obtaining approval from the department, shall be jointly and severally liable to the department for the full amount of the mobilehome loan balance.
