Cal. WIC § 18986.3

For purposes of this chapter, the following definitions shall apply: (a) “Children’s services” means any services provided by any state or local agency or private entity for the health, safety, or well-being of minors. (b) “Council” means an interagency children’s services coordinating council established pursuant to Section 18986.10.
