Cal. HSC § 11758.20

(a) The department shall negotiate contracts with each county that requests to enter into a contract to provide alcohol and other drug services. (b) The department shall allocate funds for the purpose of establishing a contract with each contracting county in accordance with Sections 11814 and 11817.3.
