Services financed under this part shall: (a) Be provided on a voluntary basis only, except as provided in Article 1.5 (commencing with Section 5170) of Chapter 2 of Part 1 of Division 5 of the Welfare and Institutions Code. (b) Encourage persons utilizing services, and members of their family, to participate in community self-help groups providing ongoing support to individuals with substance use disorders and their family members. (c) Encourage individuals experiencing a substance use disorder to abstain from the use of alcohol and illegal drugs.
