Cal. HSC § 103505

(a) A certification of birth or death outside of the United States shall not be recorded by the county recorder. (b) This section shall not apply to any court-order-delayed birth certificate or court-order-delayed death certificate issued pursuant to Chapter 12 (commencing with Section 103450) of Part 1 of Division 102.
