Cal. HSC § 103725

(a) A fee of eleven dollars ($11) shall be paid to the State Registrar by the applicant for establishment of a new record of birth or marriage license and certificate under Article 7 (commencing with Section 103425) of Chapter 11. (b) This section shall become operative on January 1, 2023.
