Cal. HSC § 39605

To carry out the purposes of this division, the state board may: (a) Provide any assistance to any district. (b) Require any district to provide requested information utilized in the normal operation of the district or required by a state or federal statute or regulation. (c) Hold public hearings. (d) May accept assistance, financial and otherwise, from any public entity.
