Cal. HSC § 46061

The office shall provide technical assistance to local agencies in combating noise pollution. Such assistance shall include but not be limited to: (a) Advice concerning methods of noise abatement and control. (b) Advice on training of noise control personnel. (c) Advice on selection and operation of noise abatement equipment.
