Cal. HSC § 4730.9

The governing board of the Napa Sanitation District shall be a board of directors constituted in accordance with this article, except that the board shall additionally include both of the following: (a) One public member appointed by the Napa City Council. (b) One public member appointed by the Napa County Board of Supervisors.
