Cal. HSC § 6480

(a) The officers of the district are an assessor and five members of the board. (b) Any member of the legislative body of a city whose territory is encompassed, in whole or in part, by the boundaries of the district is not disqualified from holding office as a member of the board solely because of his membership on such legislative body.
