Cal. HSC § 9040

(a) A district may own, operate, improve, and maintain cemeteries and provide interment services within its boundaries. (b) A district shall maintain the cemeteries owned by the district. (c) The district that owns a cemetery shall have exclusive jurisdiction and control over its maintenance and management.
