Cal. INS § 713

(a) A copy of the instrument or record of the action making any change in any of the documents filed with the commissioner pursuant to this article by a domestic insurer, proved by certificates of custodian of the original, or by affidavit, shall be filed with the commissioner. (b) Upon request, a foreign or alien insurer shall file any change proved by certificates of custodian of the original, or by affidavit.
