Cal. INS § 12810

(a) No person, other than a seller, shall sell or offer for sale a vehicle service contract to a purchaser. (b) No obligor shall use a seller as a fronting company and no seller shall act as a fronting company. For purposes of this section, a “fronting company” is a seller that authorizes a third-party obligor to use its name or business to evade or circumvent the provisions of subdivision (a).
