Qualifications of justices. No person shall be eligible to the office of justice of the supreme court unless he shall be a qualified elector of the state of Colorado and shall have been licensed to practice law in this state for at least five years. Section 1 of chapter 313, session laws of Colorado 1963, provided that the enactment of this section takes effect immediately. However, according to section 1(4) of article V of the state constitution, a measure "shall take effect from and after the date of the official declaration of the vote thereon by proclamation of the governor".
