TO: All Health Carriers Providing a Plan of Health Insurance, Health Benefits or
Health Care Services in Connecticut.
RE: Filing Requirements For Annual Reporting on Pricing and Profit with
Respect to Pharmacy Benefit Managers and Mail-Order Pharmacies
Pursuant to section 38a-479uuu of the Connecticut General Statutes, the Insurance
Commissioner (“Commissioner”) shall require health carriers1 to report annually on the
pricing that is in effect and profit generated between each health carrier and any
pharmacy benefits manager or mail-order pharmacy doing business with such health
carrier (collectively the “Annual Report on Pricing and Profit”), provided such
information is reasonably available.
Health carriers are required to submit the initial Annual Report on Pricing and Profit by
April 1, 2027, which report shall include data for the prior calendar year (i.e., January 1,
2026, through December 31, 2026), and annually thereafter by April 1.

1 For purposes of this bulletin, the following definition of health carrier as provided by Connecticut General Statutes §
38a-591a(25) applies:
an entity subject to the insurance laws and regulations of this state or subject to the jurisdiction of the
commissioner, that contracts or offers to contract to provide, deliver, arrange for, pay for or reimburse any of
the costs of health care services, including a sickness and accident insurance company, a health care center, a
managed care organization, a hospital service corporation, a medical service corporation or any other entity
providing a plan of health insurance, health benefits or health care services.
