CT state seal STATE OF CONNECTICUT INSURANCE DEPARTMENT Bulletin HC-99 August 20,2014 TO: All Health Insurance Companies Conduct Business in Connecticut and Health Care Centers Authorized to RE: Health Insurance Coverage Intervention Services for Autism Spectrum Disorders and Early This Bulletin rescinds and replaces Bulletin HC-96, issued on April 22, 2014 which clarified Connecticut's mandated coverage for autism spectrum disorders and early intervention services in relation to changes brought about under the Patient Protection and Affordable Care Act. Pub. L. 111-48, as amended by the Health Care and Education Reconciliation Act of2010, Pub. L. 111-152 (collectively "ACA"). Because the ACA prohibits dollar limits on benefits, the current dollar limits provided in the autism mandate Conn. Gen. Stat. §38a-514(b) are preempted by the ACA. Therefore, rather than use a variety of conversion approaches with potentially varying benefit outcomes, we are requesting all carriers remove limits to their Applied Behavioral Analysis benefits.
