Every application, notice, motion, petition, complaint, brief and memorandum filed
in proceedings governed by these regulations shall be signed by the filing person
or by one or more attorneys in their individual names on behalf of the filing person.
Communications should embrace only one matter and, when the subject matter pertains
to a pending proceeding, the title of the proceeding and the number, if any, should
be given.
