The purpose of this article is to define procedures for handling petitions for declaratory
rulings made pursuant to Chapter 54 of the General Statutes, specifically Section
4-175. Where appropriate the procedures set forth in Article Three of these regulations
relating to contested cases are applicable to petitions for declaratory rulings.
