Pursuant to Section 10a-19 of the General Statutes the Board is authorized to resolve
disputes between two or more boards of trustees of the constituent units upon written
request by one such board. The decision of the Board is binding on the affected boards
of trustees unless modified by legislative action. The purpose of this Article is
to set forth the procedures for resolving disputes between two or more boards of trustees.
