For the purpose of Sections 21a-115-28 through Sections 21a-115-32 the following terms shall have the meanings indicated: (1) \"Commissioner\" means the Commissioner of Consumer Protection; (2) \"Controlled substance\" means a drug as defined in Chapter 420b, Section 21a-240 (9) of the general statutes; (3) \"Drug\" means an article defined in Chapter 418, Section 21a-92 (8) of the general statutes; (4) \"Drug sample\" means a unit of a prescription drug that is not intended to be sold and is intended to promote the sale of the drug; (5) \"Legend drug\" shall have the definition stated in Chapter 382, Section 20-184a of the general statutes; (6) \"Over the counter drug\" means a drug which is not a legend drug; (7) \"Registration\" means a wholesaler certificate of registration issued in accordance with Chapter 417, Section 21a-70 (b) of the general statutes; and (8) \"Wholesaler\" means a person or firm defined in Chapter 417, Section 21a-70 (a) (1) of the general statutes who distributes a drug, except that for the purposes of these regulations such distribution does not include intracompany sales or the distribution of drug samples by manufacturers.
