When the commissioner rejects an application, he shall notify the applicant by certified
mail, return receipt requested. When the commissioner decides to make an offer to
acquire certain agricultural lands, he shall pursue negotiations for said acquisition.
If the landowner accepts the terms of the commissioner's offer, the landowner shall
evidence his acceptance by the signing of an acceptance letter provided by the commissioner.
