The term "labeling" shall be interpreted as meaning that the lettering used to cover
information required by law shall be large and legible enough so as not to be obscured
by other type or illustrations used. Where any question of doubt arises, samples of
proposed containers or labels may be submitted to the commissioner of agriculture
and natural resources for approval.
