(a) All veterans shall be expected to remain on the grounds of the Veterans Home, except that off-grounds privileges may be granted as part of the treatment program to allow the veteran to be exposed to life beyond the grounds of this facility, including family visitation, employment, education, and recreation. (b) All veterans who wish to leave the grounds may do so with use of a pass. (1) A regular pass is a wallet-sized card issued by the Director of the Residential Facility to veterans performing an approved work assignment which may involve leaving the grounds. (A) A regular pass authorizes the veteran to leave the grounds daily. (B) A regular pass is effective until withdrawn by the Director of the Residential Facility. (2) A special pass is a written paper authorizing an absence for a specific time period. (A) A special pass may be obtained from the Wing Monitor or the Health Care Facility ward clerk and shall be approved by administrative, Residential, medical and/or Security staff. Such absences may be authorized for: (i) Veteran workers who shall not be working and wish to leave the grounds (ii) All veterans leaving the grounds overnight or longer. (B) Only the Residential staff may extend the period of a valid pass, if the veteran requests. If no Residential staff is available, the veteran may make his request to Security personnel who shall report such requests to the Director of the Residential Facility, or designee, as presented by the veteran and shall note the reason, time, and date of each such request. (3) A discharge pass is required for a veteran who receives a discharge from the Home for any reason and is leaving the grounds for the final time.
