Suspension of off-grounds privileges (Repealed)

(a) A regular or special pass and an attendant privilege for a leave of absence shall be suspended when a veteran: (1) Is charged with a violation categorized as a major offense as stated in the Regulations of Connecticut State Agencies, (2) Becomes non-compliant with his individual plan of care, (3) Is admitted to a Hospital for in-veteran treatment, or (4) Has developed a medical or physical condition and a physician recommends that due to that condition, the veteran should not leave the grounds. (b) The Director of the Residential Facility may reinstate a veteran's regular pass privilege upon application by the veteran. (1) Application forms may be obtained from the Director or the Wing Monitor for the unit where the veteran has a bed assignment. (2) Reinstatement shall be based in part on: (A) Compliance with the rule and regulations since the suspension began, (B) Statement by the veteran as to his understanding of the rules and regulations that were at issue, and (C) Recommendations of the Department's medical staff and Security. (c) A veteran who may not have an off grounds pass shall remain on the grounds of the Department. (d) A veteran whose whereabouts is unknown is considered absent without leave (AWOL) and may be subject to an ex-parte involuntary discharge. (e) A veteran who is involuntarily discharged as AWOL may apply for readmission as provided in Section 27-102l(d)-107 of the Regulations of Connecticut State Agencies.
